If you’re a foreign national who wants to live and work in Ghana, you need two things: a work permit (which authorises the job) and a residence permit (which lets you actually live in Ghana). They’re issued by the Ghana Immigration Service, the work permit comes first, and the residence permit follows. A standard one-year permit costs US$1,000 for non-ECOWAS nationals or US$647 for ECOWAS nationals, plus a few smaller fees, and the full cycle typically takes around four to eight weeks. The good news: your employer can start the process before you even land in Ghana.
Established by Immigration Service Act, 2016, Act 908, the Ghana Immigration Service (GIS) serves as the principal source for all immigration services including visa entry, residence and employment of foreign nationals in Ghana, in accordance with the Immigration law.

Work Permit vs Residence Permit: How They Fit Together
People often use “work permit” and “residence permit” as if they’re the same thing. They’re not — and getting the order right saves you time.
A work permit is the approval from the Ghana Immigration Service (GIS) that authorises a named foreign national to take up a specific job with a specific employer. It’s the first stage — but on its own it doesn’t let you start working. For that, you need the residence permit, which is applied for after the work permit is approved and is what actually allows you to live and work in Ghana. Think of it as a two-step sequence: the work permit unlocks the door, the residence permit lets you walk through it.

Who Needs a Work and Residence Permit?
Pretty much every foreign national who plans to work or live in Ghana for the long term needs one. A few specifics that come up a lot:
- ECOWAS citizens (Nigerians, Togolese, Ivorians, and so on) can enter Ghana without a visa, but they still need a work and residence permit to legally live and work here. Visa-free entry is not the same as the right to work.
- Employees hired by a Ghanaian company go the work-permit route, sponsored by their employer.
- Owners, directors and shareholders of a foreign-owned company usually use the GIPC immigrant quota route instead.
- Spouses, children and dependent parents apply for dependent residence permits, tied to the main permit holder.
- Retirees and others not working can apply for a residence permit on a non-employment basis, without a work permit.

The Work Permit: Requirements and Process
The work permit is the first stage in the work authorization process and therefore does not entitle a prospective employee to engage in work activities in Ghana. To commence work activities, the applicant is required to apply and obtain a residence permit with their company. The work permit application is made to GIS, on the company’s letterhead, by the employer. Forms are free at any GIS office and ask for company, employee, and employment-contract details. Here’s what you’ll need to attach:
- Application letter on the company’s letterhead
- Business registration documents — Certificate of Incorporation, company Constitution, and Form 3
- Valid Tax Clearance Certificate (for existing companies)
- Employment letter or contract
- GIPC certificate, if the company is registered with GIPC
- Letter of support from the relevant Ministry, Department or Agency, if required
- Applicant’s passport bio-data page
- Curriculum vitae / résumé
- Police clearance certificate from the applicant’s home country
- Educational and professional certificates
- Passport copy of the employer’s authorised signatory
- Medical report — done at the GIS medical facility in Accra
- Non-citizen ID card — from the National Identification Authority (NIA)
Note: Ghana no longer issues a “certificate of commencement of business” — that was retired under the Companies Act 2019 (Act 992). Current incorporation gives you a Certificate of Incorporation, Constitution, and Form 3. If an old checklist still asks for “form 3 & 4” and a commencement certificate, it’s out of date.
Completing Work Permit Application Forms
Work permit application forms are obtainable free of charge at the GIS office. The form requires three classes of information; Company, Employee and Employment contract details. Relevant and accurate information must be provided in all sections to enable the GIS to effectively assess and the application on its own merits and take appropriate decision.
The application forms should be signed by an authorized representative of the employer. The person who signs the application must attach relevant documents as proof that he is an officer of the company (passport, a copy of residence permit etc).
The Residence Permit: Requirements and Process
Once the work permit is approved, you apply for the residence permit — again through GIS, on the employee’s behalf. This is the document that actually lets the person live in Ghana. You’ll need:
- Two recent passport photographs (taken within the last 6 months)
- Copy of the non-citizen ID card (front and back)
- The applicant’s original passport
- Approved work permit or GIPC automatic quota letter
- Current company tax clearance certificate
- Letter of support from GIPC, GFZA or Minerals Commission, where applicable
- Police clearance report from the home country
- Medical report from the GIS clinic
- Business registration documents
- Offer / appointment letter or employment contract
- Company’s audited accounts for the previous year
A residence permit is valid for one year and renewable. The law allows you to apply for renewal up to one month before your current permit expires — and a renewal is treated as a fresh application, so don’t leave it to the last minute.
Residence permit for your Dependents – Spouse and Children
A foreign employee who holds a Residence Permit may apply for a Dependent Residence
Permit for his dependents. Dependents include spouses, children under 18 years of age and parent (s) above the age of 60 years.
To apply for a dependent residence permit the following documents are required;
- Application letter on Company’s letterhead requesting the residence permit
- Two passport-size photographs of the applicant
- Birth certificate (if child)
- Marriage Certificate (If spouse)
- Copy of Non-Citizens ID Card
- Passport
- Birth certificate for the principal if applying for parent(s) or any documents that proofs so.
Dependents can live in Ghana and attend school, but they can’t work on a dependent permit — they’d need their own work permit for that.
What is the cost of work and residence permits in Ghana?
The cost for obtaining a work and residence permit is given below;
Non-ECOWAS Nationality
- One year work and residence permit fee – $1,000
- Medical Screening from Ghana Immigration – $250 for first-time screening and $150 for renewal.
- Non-Citizen ID Card from National Identification Authority (NIA) – $120 for first time card $60 for renewal card.
ECOWAS Nationality
ECOWAS Citizens do not require a visa to enter Ghana, however, to live and work in Ghana, they require to have a work and residence permit. The cost for obtaining a work and residence permit as an ECOWAS Citizen is given below;
- One year work and residence permit fee – $647
- Medical Screening from Ghana Immigration – $250 for first-time screening and $150 for renewal.
- Non-Citizen ID Card from National Identification Authority (NIA) – $120 for first time card and $60 for renewal card.
Example – Say a US-based engineer is hired by an Accra firm. Budget US$1,000 to GIS for the one-year work and residence permit, GHS 900 for the GIS medical, and US$120 for the non-citizen ID card. A Nigerian (ECOWAS) hire in the same role pays US$647 instead of US$1,000 for the permit, with the same medical and ID costs. In both cases, the permit is renewed each year.
NOTE; Citizens from ECOWAS member states are classified as ECOWAS nationals whilst Non-ECOWAS nationals are citizens from states that are not members of ECOWAS. Below is a list of ECOWAS states;

Timelines depend on the route and the sector, but here’s a realistic guide:

GIS usually retains the passport while the residence permit is being processed, so plan any travel around that. And remember: the medical exam and non-citizen ID card are prerequisites — get those done early so they don’t hold up the rest.
Sector Specific requirements for Work/Residence Permits in Ghana – GIPC, GFZB etc.
Additionally, companies may be required to register with other statutory agencies and comply with sector-specific requirements/controls depending on the company’s ownership structure and/or the sector of operation in order to obtain relevant automatic quotas or work permits. These Agencies include;
- Ghana Investment Promotion Centre (GIPC)
- Ghana Free Zones Authority (GFZB)
- Petroleum Commission
- Minerals Commission
Sector Regulators: GIPC, GFZA, Petroleum and Minerals
Depending on who owns the company and what sector it’s in, you may need to route the application through, or get a support letter from, a sector regulator:
- Ghana Investment Promotion Centre (GIPC) — foreign-owned companies register with GIPC and can then apply for automatic immigrant quotas based on their investment.
- Ghana Free Zones Authority (GFZA) — free-zone licence holders (businesses exporting at least 70% of production) route their work permit applications to GIS through GFZA, which manages the process on their behalf.
- Petroleum Commission — oil-and-gas companies and their service providers apply through the Commission, which checks the skill is genuinely needed and not available locally.
- Minerals Commission — mining-sector companies need a letter of support from the Commission before applying.
