Key Summary: Any foreign national who wants to live in Ghana beyond a visitor’s stay needs a residence permit from the Ghana Immigration Service (GIS). The permit is always tied to a purpose: work, joining family, study etc etc. Most residence permits are issued for one year and renewed upon expiry. Fees depend on the purpose: US$1,293 a year for a non-ECOWAS employee (US$647 for ECOWAS), US$388 on a GIPA quota, and GH¢388 for a dependant (GH¢259 for ECOWAS), plus a US$120 Non-Citizen Ghana Card and, for most categories, a US$250 GIS medical. GIS indicates 8 to 10 weeks for processing; in our experience, a complete application is usually approved in about 3 to 4 weeks.

What Is a Ghana Residence Permit, and How Is It Different from a Work Permit?
A residence permit is GIS’s permission to live in Ghana for a stated purpose and period; a work permit is the separate approval that lets you take a specific job. Anyone who comes to work needs both, applied for and issued together, while a spouse, student or retiree needs only the residence permit. Think of it as a two-step sequence for workers: the work permit unlocks the door; the residence permit lets you walk through it.
Ghana does not issue a separate “work visa”. You enter on a visa, an ETA or visa-free, and then apply for the permit.
Types of Residence Permits in Ghana
GIS issues residence permits in seven main categories. Find yours below:

Residence Permit Through Work or a GIPA Quota
If you are coming to work, your employer applies for a work and residence permit together; if your company is registered with GIPA, a quota permit is usually cheaper (US$388 a year instead of US$1,293 for non-ECOWAS nationals). Owners, directors and shareholders of a foreign-owned company normally use the quota route. Our guide to the GIPA quota versus the work permit compares the two, and the step-by-step Ghana work permit guide covers documents, sector approvals, refusals and renewals.
Sector regulators: companies in upstream oil and gas, mining and free zones apply through, or with a letter from, the Petroleum Commission, the Minerals Commission or the Ghana Free Zones Authority. Free zone enterprises, which must export at least 70% of their output, route permit applications to GIS through the Authority.

Dependant Residence Permit: Spouse, Children and Parents
A permit holder’s spouse, children under 18 and parents over 60 can live in Ghana on a dependant residence permit. The fee is GH¢388 for non-ECOWAS nationals and GH¢259 for ECOWAS nationals, plus a Non-Citizen Ghana Card for each person; no medical screening fee or police clearance is needed. The documents are:
- Application letter (on the employer’s letterhead, for an expatriate’s family) requesting the residence permit
- Two passport-size photographs
- Passport and a copy of the Non-Citizen Ghana Card
- Original Marriage certificate, for a spouse
- Original Birth certificate, for a child
- The principal’s birth certificate or another document proving the relationship, for a parent
Dependants can live in Ghana and attend school, but they cannot work on a dependant permit; a spouse who wants to work needs their own work permit.
Residence Permit for Spouses of Ghanaian Citizens
A foreign spouse of a Ghanaian citizen applies for a dependant residence permit: GIS issues dependant permits to dependants of Ghanaian nationals as well as expatriates. The Ghanaian spouse supports the application with their Ghana Card or passport and the marriage certificate. After a period of residence, a foreign spouse can also apply to be registered as a Ghanaian citizen under the Citizenship Act, 2000 (Act 591), and indefinite residence is another option (see below).
Living in Ghana Without Working: Retirees and Investors
Ghana has no dedicated retirement visa: GIS’s published permit categories do not include a retiree permit. Retirees and others who want to live in Ghana on their own means apply to GIS for a residence permit on a non-employment basis, tied to that purpose, and must show they can support themselves without working.
In practice, expect to provide:
- An application letter to the Comptroller-General of Immigration stating your purpose
- Your passport, two passport photographs and the Non-Citizen Ghana Card
- Proof of financial means, such as recent bank or pension statements
- Proof of where you will live, such as a lease or title deed
- A police report and the GIS medical
You cannot work on this permit. Investors who will manage their own company in Ghana should use a GIPA quota or work permit instead; investors who only hold shares and do not work in the business can simply apply for a residence permit under this route.
Student Residence Permit
Foreign students admitted to a Ghanaian school or university must obtain a student residence permit from GIS, using their admission letter. Our guide on how to obtain a student residence permit in Ghana covers the documents and process.
Ghana Residence Permit Requirements: Document Checklist
Every applicant needs a passport, photographs, a Non-Citizen Ghana Card and an application letter; work-based applicants add company documents, a police report and a GIS medical. Prepare one set of documents for the work and residence permit together, so you don’t submit the same papers twice.
All applicants
- Completed GIS application form and a covering application letter
- Original passport and a copy of the bio-data page
- Two recent passport photographs (taken within the last six months)
- Non-Citizen Ghana Card from the National Identification Authority (NIA), with a copy of the front and back
Work and quota applicants: company documents
- Application letter on the company’s letterhead, addressed to GIS
- Certificate of Incorporation, Constitution, Form 3 and Beneficial Ownership Profile Form
- Valid Tax Clearance Certificate (for existing companies)
- GIPA certificate, if the company is registered with GIPA
- Passport copy of the employer’s authorised signatory
- The GIPA quota approval letter, for quota permits
Work and quota applicants: personal documents
- Employment letter, offer letter or contract
- Curriculum vitae
- Educational and professional certificates
- Police clearance certificate from your home country
- Medical report from the GIS clinic in Accra
A note on GIS’s website: the GIS online checklist still lists some older items, such as a Certificate to Commence Business, which no longer exists under the Companies Act, 2019 (Act 992). Follow the current requirements above, and ask us if GIS requests something unusual.
How to Apply for a Ghana Residence Permit: Step by Step
The application forms are free at any GIS office. Information required to complete the forms include company information, employee and employment-contract details (or your personal details, for non-work permits). Answer every section accurately; the employer or an authorised officer must sign the application forms, attaching proof of their position.
A Ghana Immigration Service permit application form.
- Get the Non-Citizen Ghana Card. Register with the NIA (US$120); the card is often issued the same day, but allow up to two working days. Our guide on how foreigners get the Ghana Card covers it in detail.
- Do the GIS medical at the GIS clinic in Accra (US$250), if your category needs it. Results usually take about two working days.
- Complete the forms and assemble your documents from the checklist above.
- Pay the fee and submit at GIS. Keep the retention slip: GIS holds your passport while the application is processed.
- Approval and endorsement. GIS approves the application and endorses the residence permit in your passport. Work-based applicants can start work once it is endorsed.
- Collect your passport with your identification or the retention slip. Someone else can collect it for you with a power of attorney.

Worked example
A US-based engineer hired by an Accra firm budgets US$1,293 for the permit, US$250 for the medical and US$120 for the Ghana Card: US$1,663 in government costs. A Nigerian (ECOWAS) hire in the same role pays US$647 for the permit, so US$1,017 in total. The engineer’s spouse adds GH¢388 for a dependant permit plus a US$120 Ghana Card.
Old fees you may still see online
Some guides still quote the old residence permit fees of US$1,000 for non-ECOWAS employees, US$500 for ECOWAS employees and US$300 for quota, NGO and missionary permits. Those figures are out of date: the GIS schedule effective 15 May 2025 sets the fees above. For every other immigration charge, see our full list of Ghana immigration fees.
How Long Does a Ghana Residence Permit Take, and How Long Is It Valid?
GIS indicates 8 to 10 weeks to process a residence permit; in our experience, a complete application is usually approved in about 3 to 4 weeks. GIS keeps your passport while the application is processed, so plan any travel around it.
Renewing, Extending or Cancelling a Ghana Residence Permit
Start your renewal at least 30 days before the permit expires. A renewal is treated as a new application, with updated documents, the renewal medical, a renewed Ghana Card and the fee, so don’t leave it to the last minute.
| Penalty (per month) | ECOWAS nationals | Other nationals |
|---|---|---|
| Residing with an expired residence permit | GH¢200 | GH¢300 |
| Work permit not renewed after expiry | US$75 | US$150 |
| Overstaying a visitor permit | GH¢200 | GH¢300 |
Source: Ghana Immigration Service, Fees and Charges. Ghanaians with a foreign passport pay lower penalties.
Changing status: you can apply for a residence permit while in Ghana as a visitor, but you must not start work until the work permit is approved and endorsed. A dependant or student who takes a job needs a new work permit as well.
Leaving Ghana or ending your job: if you do not intend to renew, notify GIS before you leave so the permit is cancelled and no penalties build up.
Permanent Residence in Ghana: Indefinite Residence, Right of Abode and Citizenship
For a permanent move, there are three routes beyond the annual permit:
| Route | Who it suits and what you need | What you get |
|---|---|---|
| Indefinite residence status | Long-term lawful residents, granted at GIS’s discretion under the Immigration Act, 2000 (Act 573). GIS asks for attestation letters from two Ghanaian notaries, lawyers or senior public officers, a Ghana police report, a GIS medical, property and company documents and tax clearance. In our experience, GIS expects 7 to 8 years of residence. | The right to remain indefinitely, enter Ghana without a visa, and work as an employee or self-employed without a work permit |
| Right of Abode | Persons of African descent in the diaspora aged 18 or over, of good character attested by two Ghanaians, with no conviction carrying more than 12 months’ imprisonment, independent financial means, and the capacity to contribute substantially to Ghana (Act 573, s. 17) | The right to live in Ghana indefinitely, enter without a visa, and work without a work permit (Act 573, s. 18) |
| Citizenship by naturalisation | Residence for the 12 months before applying and at least 5 years in the 7 years before that, an indigenous Ghanaian language, good character and an intention to settle (Act 591, s. 14) | Ghanaian citizenship |

Ghana Residence Permit FAQs
How do I get a residence permit in Ghana?
Apply to the Ghana Immigration Service for the permit that matches your purpose: work, a GIPA quota, dependant, student or non-working residence. Get your Non-Citizen Ghana Card and, for most categories, the GIS medical first, then submit the forms, documents and fee at GIS.
Who needs a residence permit in Ghana?
Any foreign national living in Ghana beyond a visitor’s stay, including ECOWAS citizens. Visa-free entry doesn’t give you the right to live or work in Ghana long term.
How much is a residence permit in Ghana in 2026?
US$1,293 a year for a non-ECOWAS employee and US$647 for an ECOWAS employee; US$388 (US$388 ECOWAS) on a GIPA quota; US$388 for missionaries and NGOs; and GH¢388 (GH¢259 ECOWAS) for a dependant. Add US$120 for the Ghana Card and, for most categories, US$250 for the GIS medical.
How long does a Ghana residence permit take?
GIS indicates 8 to 10 weeks. In our experience, a complete application is usually approved in about 3 to 4 weeks, longer if a sector regulator’s letter is needed.
Can I live in Ghana without a job?
Yes. Retirees and others living on their own means can apply for a residence permit on a non-employment basis, showing they can support themselves. They cannot work on that permit.
Is there a retirement visa for Ghana?
No. Ghana has no dedicated retirement visa or retiree permit; retirees apply to GIS for a residence permit on a non-employment basis.
How long can a foreigner stay in Ghana without a residence permit?
Only for the stay granted on entry: up to 90 days for ECOWAS citizens and up to 60 days on an e-Visa, unless GIS extends it. Anyone staying longer needs a residence permit.
Can a foreigner married to a Ghanaian get a residence permit?
Yes. GIS issues dependant residence permits to spouses of Ghanaian citizens, supported by the marriage certificate and the Ghanaian spouse’s ID. A foreign spouse can later apply to register as a citizen.
Can I work on a dependant residence permit?
No. A dependant permit lets you live and study in Ghana but not work. You need your own work and residence permit from an employer.
Can I get only a residence permit without a work permit?
Yes, if you are not working: dependants, students, retirees and shareholders who do not work in the business can hold a residence permit without a work permit. Shareholders and directors who work in the company need a quota or work permit.
Can I change from a visitor visa to a residence permit in Ghana?
Yes. You can apply for a residence permit while you are in Ghana as a visitor, but you must not start work until a work-based permit is endorsed.
Do children need a residence permit in Ghana?
Yes. Children under 18 of a permit holder apply for dependant residence permits, with their birth certificate and a Ghana Card.
Do I need a Ghana Card for a residence permit?
Yes. The Non-Citizen Ghana Card from the National Identification Authority is required for foreigners staying beyond 90 days and must be obtained before you apply. It costs US$120, and US$78 to renew.
Can I travel while my residence permit is being processed?
Usually not, because GIS holds your passport during processing. Plan travel for after you have collected your endorsed passport.
What happens if my residence permit expires?
Living in Ghana on an expired residence permit costs GH¢300 a month for non-ECOWAS nationals and GH¢200 for ECOWAS nationals. An unrenewed work permit attracts a further US$150 a month (US$75 for ECOWAS nationals).
Can I get permanent residence in Ghana?
Yes, through indefinite residence status, which lets you stay indefinitely, enter without a visa and work without a work permit. In our experience, GIS expects 7 to 8 years of lawful residence with evidence of investment or economic contribution.
What is indefinite residence status in Ghana?
Permanent residence granted by GIS under the Immigration Act, 2000 (Act 573). Holders can remain indefinitely, enter Ghana without a visa and work as an employee or self-employed without a work permit.
Do ECOWAS citizens need a residence permit in Ghana?
Yes, to live or work in Ghana beyond 90 days. They pay lower fees: US$647 for a work-based permit instead of US$1,293.
Can I apply for a Ghana residence permit from abroad?
Your employer can start a work-based application while you are abroad, but you need to be in Ghana for the Ghana Card, the medical and the passport endorsement.
Do I need a visa to enter Ghana before applying?
Most foreign nationals do, through Ghana’s e-Visa portal launched on 25 May 2026, which is free for African passport holders. ECOWAS citizens enter visa-free. Entry and the residence permit are separate steps.
